Probably the program that came with your digital camera will allow you to do this. I have Camedia Master. Select the pic - go to EDIT - then IMAGE - then RESIZE which will allow you to reduce the width and/or height which is expressed in pixels. Save the change and check the revised file size in PROPERTIES. Other programs no doubt vary but that is the general idea.
May I suggest one other process?
If you want to preserve the original file and file size, then once you have "re-sized" as suggested above, select "Save As" and give it another name. I like keep the same number, just omit the letter prefix (IMGA, or DSCF or similar)
Any program that allows adjusting the compression of a JPG file will reduce the file size. I like to promote Irfanview just because it's simple to use, quite powerful, and free.
For example, one of my outdoor JPG photos as it came from the camera is 3072 x 2304, and is 2,899,600 bytes. Using Irfanview to resave it as a JPG, but reducing the quality to 50, resulted in a file of 968,331 bytes with no other changes. Only a close examination can discern the difference.
Reducing the size to half of the original (1536 x 1152) resulted in a file of 1,718,126 bytes with maximum quality.
Best bet is to fetch Irfanview or a similar program and experiment with resizing and compression.
Maximum quality is usually pointless unless you are saving it for further image processing. 75% quality is OK for web in most cases and it reduces the size more than 50%.
Another vote for Picassa 3,..when you are ready to put up your pic from picassa,..go to bottom of the screen and you will find 'Export' which puts the pic into a separate folder which yo ucan easily find when on this site. When putting the pic into the 'export' folder you get the options of either 'original size' or 'resize' which is what you want to do.
if you have Microsft Office 2003 or above tthen just use picture manager, you are able to 'crop' pictures, 'rotate' and 'compress' the pics, works well for my pics,
If its videos use Windows move maker, you can cut section out, take images (as my page shows), very usefull tool,
If they are jpg files open them in paint brush and then go to "view" in the top menu. Select stretch/skew and then enter a % figure less than the 100% and it will reduce the size of the photo.
I use a software application called "Image Tricks." It's wonderfully simple and effective for reducing the file size of your pics. I downloaded it from the net for free. I don't know if it's still available, but it's worth a shot. Good luck.

You can find it by typing PIXresizer into Yahoo or Google.
There is also a site called jpegsizer dotcom where you can do it on line but I wouldn't use it to resize the pics I post on here.
