Anybody know what causes a member not to accrue points? No matter what I do I never receive any points.

I believe that points are awarded sometime between 00:01 and 01:00. You are aware that 2 points are also accrued when members vote "HOT" and subtracted for "NOT". Here's an observation, quit deleting your profile and returning with different names. Members may not take you seriously.
