Just my guess, it must be based on the percentage of comments to views. That particular picture had had 10 comments and 55 views ( so approximately 20% of your views generated comments ). Yes, you posted pictures that had thousands of views, but nowhere near the same ratio of comments to views. Again, this is just my guess, maybe admin will provide a more definitive response.
