Yes, somewhat, however by the time a man gets within the 18 to 21 year old range, he has stopped growing in height so I suspect his penis has done so as well. And I reply with sincerity. I don't know how typical my own experience is, but here it is.

Penis growth was the first sign that I had entered puberty. For a long time, that and being able to ejaculate were the only signs. It happened really quickly, within the span of just a few months. Furthermore, it grew to the size it would be throughout my adolescence and early adulthood. Pubic hair growth didn't happen for another year or more, and even then I didn't get very much very quickly.
