Finally, you're not proposing solutions. Most gang violence is related to drugs. You have tried the 'war on drugs' for 50 years now and nothing has changed. The best way to eliminate the problem is, legalize, tax and regulated all but the most harmful drugs.
If there are safe, less addictive, recreational drugs, made by controlled companies and sold by controlled pharmacies, the whole criminal supply chain falls apart.

Blacks weren't supposed to live in the Americas. They were brought in as slaves by whites. If you look at the history of civilisation you'll realize that slavery has existed for at least 10 thousand years. And slavery is great as a cheap labour for those who bring the slaves, but not for their descendants. Slaves won't remain slaves forever. And hence problems start occurring 100 years, say, after the original enslaving. But people never look at the past and they don't learn from the mistakes of ancestral humans. Those anglo saxon (and French and Spanish) people who thought of Africans as animals who can work for them for free made a huge mistake. And so their descendants, you for instance, have to face the mistakes of the criminal inhuman acts of your ancestors. Of course you can't change history but you can learn. You got a problem, you MUST live with it. And while blacks are getting educated and often surpass the levels of white folk they'll learn history and they'll get even more defensive about what "you" did to them. That's irreversible. Just accept it. Teach the future generations not to repeat the mistakes of the past. You can achieve nothing now, you got to live in the society that your ancestors created for you, but you can hope that future generations will hopefully have a better life. One way to achieve this is by encouraging the mixing of people of all "races" or "colours". Intermarry. Have children that are mixed. In 200 years there'll be no such thing as "black" or "white". Problem solved (for your descendants).
